How do you pronounce "Bolonia" - a village in Cadiz province
The rule for Spanish pronunciation says that the stress is put (normally) on the syllable before last. Therefore it should be pronounced bolonia. Unless of course there is an accent somewhere (there isn't). But everybody pronounces it Bolonia. Who is right?

If there is no accent above the i, then the pronunciation Bolonia is correct (it's a three-syllable word, not four).
All diphtongs are pronounced as one syllable, unless there is an accent above the second vovel.
Just the words finished in a vowel or -n or -s are stressed in the syllabe before last. The words finished in the other consonants are stressed in the last syllabe.
