sometimes it helps me to look up words or sentences in current newspapers. My bias are Mexican national newspapers.
In an article by J. JAIME HERNÁNDEZ CORRESPONSAL printed in EL UNIVERSAL dated MARTES 09 DE JUNIO DE 2009, he writes: "Si no tomamos acciones efectivas y significativas contra Corea del Norte, podríamos encontrarnos con una carrera de armas en Asia."
So I would go with 'La carrera de armas'.
Do some more newspaper searches on the word to confirm its usage.
