¿Cuál tiene mejor sentido en la frase que sigue?

"...se ve que nuestro país es rodeado por estas naciones..." o "... se ve que nuestro país está rodeado por estas naciones..."

Los dos me suenan bien, pero ¿cuál es lo más correcto?

Estar is used for location.

Yes, but can one also consider it a permanent characteristic of the country and use ser? How would native speakers see it?

Don't use the permanent / temporary rule when deciding whether it's Ser vs. Estar.

Why? One example is: Nueva York está en los Estados Unidos. (definitely a permanent condition but we use estar.

Ser is used with location, but with non-physical things like meetings, dances, concerts, shows, etc. Physical objects, geographical objects, buildings etc. use Estar.

If you want a more comical look at the situation consider the Ser+past participle as the passive voice. (es rodeado)

Imagine reading a newspaper headline: Iraq: Alpha company is surrounded by enemy troops.

Back to our example:

our country is surrounded by these nations... We surrender! :lol [es rodeado]
