"empecemos" (meaning "let's get started") is from "empezar" (1st pers. plu. present subj.)

Well, so that "empecemos" can be offensive must be in a sentence like this: no empecemos.

It is when you are trying to warn a person you know a lot that he musn't behave like you suspect he is going to do it just now. It is a warning. It is the same as: don't get started again to do that. But, I understand, your confusion because instead of that, this person says: no empecemos. He or she is talking with "we" instead of "you". It is not strange that this cannot be understood.
