Do you mean sticky hands literally or as an expression meaning someone who steals things?

If you mean the literal translation you could probably say las manos pegajosas/viscosas

However, if you are looking for an expression meaning one who can't keep their hands off of other peoples property then I am not sure how this would be said. An expression such as:

A thief will always have sticky fingers

might translate to:

El ladrón siempre vuelve a robar
