I think it´s erre que erre
and it means stubbonly pigheadedly.
Example.
y él, erre que erre, seguía negándolo - he stubbonly went on denying it.

There's some kind of tongue twister that starts that way... but I can't remember the rest of it! Something with lot's of r's in it. Ring any bells with anyone??
I have heard this it is to help with the pronounciation of the rs
i got the tongue twister from my teacher this week, it is... erre con erre, barril erre con erre, cigarro allá en el ferrocarril rápidos corren los carros.
"erre" is just how we pronounce the letter "r" in spanish, so the translation would only be "r with r"
