Okay so I get for certain weather conditions match up with "Hacer", and others match up with Estar". But what about in different tenses, Imperfect for example. Like, It was raining or it was sunny. Would it be...

Estaba lloviendo, or llovía- for it was raining

hacía frío- It was cold

So confused on which part is conjugated.

As far as the rain, both are correct. I hear "estaba lloviendo" more commonly though.

"Hacía frío" is correct for "It was cold" in the imperfect.
